International boundaries

Weeks after the cancellation of Century Link's services we paid
what we were told, by the local office Representative, was our FINAL
bill (03/12/2013) of $35.59. We wanted it understood that this was
to be the last bill we would ever receive from this money hawking
company. We have now received a bill for $12.00 which they are calling "current charges" alias disconnect charge. How can this be legal to simply pull a charge out of the air and expect you to pay it for no reason especially after being informed "we were paid in full".
