International boundaries

I am fairly certain that eTraffic247 are conning people. I signed up to a campaign to drive one million visitors to one of my sites. They provided a log in that shows alleged traffic. However, the server activity and logs do not support their claim indeed overall server activity was down since the campaign began and I can also tell from bandwidth consumption that nowhere near that volume of transactions have passed through the network card. Reported to PayPal who said "After careful consideration, we're unable to decide this claim in your favour at this time.

The item is ineligible for PayPal Buyer Protection because it is intangible."
