I just had the same person- very heavy accent call my house twice stating they were calling from the "dept. of legal affairs" stating that legal action was being brought against me and I needed to call back 213-289-3782. I did not call back but figured it was some sort of scam and "googled" it. Sounds like the same scam as reported earlier today. Something similar happened to me a few months ago and I called the FCC to report it.
