International boundaries

I and my brother both received Emails from Verizon with a subject line of "Congratulations - You've earned a new phone!"
Along with the first line of the Email stating:
"All promotions valid for mobile number ending in XXXX. | View online" where the XXXX was the valid number of our phones and the link from the word "online" was to our account login at verizon that once logged in was for phone upgrades.
The ad states you may upgrade to a Droid Incredible 2 for $149.00 with a $50 rebate. It further states "<Name>, you're eligible for a new phone! Below are our top recommendations just for you. Upgrade to the perfect phone today and save."
But try to take advantage of this ad and they want $438 for the phone, or you have to wait 6 more months for your normal 2 year upgrade to come around.
Customer service says the ad should not have been sent and they can not honor it.
