In December I sold a I phone 4 through Ebay. The buyer stated it was locked and he could not use it. When asked for it back after Paypal wrongfully paid him he stated in an Ebay message that the phone was traveling with his daughter to different cities and he could not send it right back. This proves he used the phone. Since then he has never returned it and by now it is almost worthless if he even has it. Ebay says since Paypal gave him the refund they can't do anything about it. Paypal says since I did not respond to their request at the right time they gave a refund. I did respond twice asking for help but they ignored the requests so that was inaccurate. Even without that the buyer still committed fraud and should be responsible and both say it is not their responsibility though I have had Paypal resolution managers twice send it up for appeal saying they too felt I was being wronged, but you can't actually talk to anyone on the appeal decision and they just say they won't as they paid it back and that is that. Can you help me with this.
