Near the end of Feb of 2013 I was contacted by Dorado Property Management asking if I was interested in selling a Time share I had, at the following address
1500 Market Street
East Tower 1120
Philadelphia, PA 19120
Main Phone 215-352-4988 Toll Free: 877-386-7032 Fax: 215-392-4402

The agreed upon purchase price was $24750. I received a contract on March 4, 2013 The contract Agent is David White

I was told by Dorado that the company purchasing the property would be having the local Title and escrow company contact me.

On or about Mar 6,2013 I was contacted by Jeffrey Donovan with Sterling Title LLC. At this address
Sterling Title LLC

Mr Donovan called to confirm the information from Dorado Property and to let me know he was sending a contract. He also informed me that I needed to make a wire transfer of $2470 to a agency in Mexico. As a processing fee.
This is the agency:
Beneficiary: Asociacion Turistica de Servicios Internacionales Area 5, SA de CV
Beneficiary Address: Av. Mexico N°3535 Col. Vallarta
San Jorge, Guadalajara, Jalisco C.P. 44690

I was told to fax copies of the wire transfer to Mr Donovan which I did.
Several days later I receive a call for a collection company regarding Outstanding Maintenance fees with the time share. This is when I tried to contact Mr Donovan, and was consistently routed to voice mail. I then tried to contact Dorado Properties and also was routed to voice mail. I tried emails phone numbers Fax numbers. The Fax seemed to be working so I composed a letter stating if I did not hear from both companies with in 24 hours I would be contacting the police and filing fraud charges. On March 25 I receive an email stating there was a new Mexican law and the seller had to pay a tax that the buyer would refund. The amount of the new Mexican tax was $3465 bringing the total paid out not including Wire transfer fees to $5940, Wire transfer fees total $90.00.

Both Dorado and Sterling title have not responded to any type of communication.
