I, also, went to the USPS site expecting the $1 charge and was charged $19.95 for each, my personal and business, mail forwarding. I have yet to receive my mail at my new address and the post office said they have no forwarding information on file for my mail.
I thought it was illegal to take money electronically and not provide contact information, but when I went to the site, once again to collect the information, there was none.
I am going to my bank to request that they investigate the possibility of reversing the charges and to report them so that no other of their customers can be duped in such a fashion.
