Women of Distinction Magazine in NY

I was contacted by this company in April of 2016 and solicited for an article in their journal for professional women. I paid $199 on April 27 for an article in their publication which was supposed to be published online and in hard copy. I completed all of their paperwork in a timely manner which included answering questions about my work.
In May I was contacted with a write up of the article which I edited again, according to their timeline. I spoke to a representative at this time to confirm the edits.
I heard nothing further until mid august when I received a group letter which had been sent out to people who had paid for articles apologizing for delays and problems. I responded to this 8/14 requesting an update on the status of my article. I was at this time promised a printed copy of the article by the end of October.
On September 15, I sent another email requesting an update as I had still received nothing that had been promised.
On November 19, I sent an email notifying the two people I had been in contact with (Jennifer and Cyndi) that I was filing a complaint with the NY State Department of Consumer Protection. I sent it to the 2 people I had been in contact with. The email was returned undelivered to one of those parties. The consumer protection agency was unable to make contact; mail was returned "undelivered". They have active websites and a phone number where you can only leave messages.
I would like my money refunded, have requested this several times and have received no response.
