SMS premier texts can be to pay for things online. But scammers are using this technology to send texts. You don't need to subscribe, merely clicking on a pop up web page if enough for them to get your number. Some of them even buy lists of numbers to text.

Sending STOP doesn't always work if they are scammers, it can mean they steal more money.
Do to way up if its a scam or not before replying.

The contact details in the text or given by your mobile provider will rarely work. Sometimes they are premier rate lines so think before dialing.

You can report them to Ofcom, and the telecom ombudsman.

But to get a refund, phone your mobile service provider (normally 150). Be firm, persistent, but polite. Whatever they say, they do refund these charges (they take a percentage in profit from each sms text), I've had one.

Its a pity that criminals like this have been allowed to steal money from people (incl children and the vulnerable) for years. They are no better than peadophiles. And no one has stopped them. Well thats the world we live in I suppose.
