As others mentioned, this Jesse/Justin individual calls you up, mentions that he has tickets to an event in your city, will mention a nearby city, something about getting engaged, and having an aunt and uncle that live close to your city, but suddenly couldn't go to the city to see the show that he has tickets for.

He tries to sell them to you and says that the safest way is through a "third party transfer" and is googling your nearest western union where you can wire over the money.

I was obviously nervous about this, but confirmed with Western Union that he wouldn't be able to receive the money without a photo id that matches the receiver name that I put down, or without a security question and answer that I come up with.

So to avoid him showing his id and grabbing the money before I got the tickets, I put down a fake name (that I never told him) and that forces him to use the security question option (which I also never told him the question or the answer). He was still able to retrieve the funds and of course, never produced tickets.

Somewhere in there, he either knows someone who works at a western union who releases the info to him, or is able to get the info himself. He lives somewhere in Brentwood (Pittsburg, another site lists his address) and the strangest thing about this guy is that he's so bored that he wants to keep in touch. Even after he got his money he called me an hour later and said that he had refunded me (obviously didn't) and still texts me now.

I contacted the Pittsburg police as well as the police in my city, I've kept all of our texts and have some of the conversations recorded on my iphone.

He tries to convince you afterwards that he can prove that he had the tickets and transferred them, but he has no proof of purchase of his tickets so its obvious that he never had any to begin with.

He's probably really hurting for money right now because he's doing these scams in close proximity and he's someone who has a lot of time on his hands, so I'll bet you anything he'll read these comments immediately because he'll constantly google himself.

Sad really- not the fact that he took my money, that's my fault, just the fact that he needs to do this to feel like he can accomplish something.
