International boundaries

I purchased a coat in November.They said it will be shipped 3-4 weeks. I received a tracking number but it is still in China with Xpresspost waiting. A month has passed.
Purchase Date: 11.09.2013
Expected Delivery: Week of 12.12.2013. I have sent emails and made calls numerous times and they have rudely told me to sit tight, if you have a tracking number then you just have to wait for the coat to be sent.They never respond to your email regarding the issue and they lack customer service on the phone including the manager. I have since reported them to my credit card company. I have never dealt with such horrible customer service. I had to yell and scream and they said you will still have to wait. No solutions. At this point I just want my money refunded.
