My wife's cell phone didn't work in the hospital environment and she didn't have any change so she used her credit card in a BELL payphone.

The call lasted for only a few seconds, just long enough to tell me to come pick her up.
For this she was charged $11.49 (the minimum charge is for 2 minutes at 99 cents per minute, a connection fee of $ 7.99 and taxes).

I put the damages at $11.24 because she expected a charge of $0.25 ($11.49 - $0.25 = $11.24).

I've read the WiMacTel defense about there being no room on a payphone for pricing details but I'm sure that a simple
"Minimum charge $11.49
Facturation minimale 11,49 $"
would be enough to discourage those who read such warnings and cover their asses against those that don't.

WiMacTel my be the culprit on the credit card but it was a BELL payphone that didn't have sufficient (any) warnings and they should be held accountable for these charges as well.
