International boundaries

In July 2012, I was billed 2 international phone calls which I did not make from my cell phone. I called Verizon Wireless as soon as I received the phone bill and told them I never made those calls and in fact I never know anyone from that country. The agent apologized to me and told me he would take off those charges. I also asked him at that time to block all international phone calls from my cell phone so that it would not happen again as I never make international phone calls from my cell phone anyway. Nevertheless, I noticed it happened again on 5/10/13 when I received the bill. I contacted Verizon Wireless yesterday and talked to a supervisor. Yet, not only did he not want to take off the charge this time, he told me there was no record showing that I had requested to block international phone calls from my cell phone. I had been with Verizon for more than 10 years and had never been treated this badly by their agent ever before! If this cannot be resolved, I sure will switch phone company!
