Says nothing about changing address, it says "registration for USPS Web Tools" which I assume would require a payment for a premium service and you paid it obviously. Change of address with the US postal service isn't even at that website at all. where you went is https://secure.shippingapis.com/registration/

- yeah i screwed that up but the url i gave you at the bottom is the postal service website. I tried going to "changemyaddress.com" but it actually redirects me the movers guide on usps.com where you put in change of address with the post office. not sure why or how you would give your credit card "accidentally" without knowing that you're paying for something but I wasn't asked for credit card info just to do a change of address form at usps.com
