International boundaries

A representative from Express Platinum contacted me a few days prior to January 12th, 2012 and said that I was approved for an unsecured credit card with a credit limit of 5,000 with a processing fee of $99.00 that was deducted from my account on January 12, 2012. I was also told that the card could be used anywhere because it was a regular credit card with the exception of getting cash from the card. I was also told that I would recieve the card within 3-5 days. When the card never came, I called the company only to be told that the card would arrive in 7 days. The card never came in the mail. When attempting to contact the company it goes to voice mail stating that the mail box is full. To this date the card never came and noone can be reached from this company. It is a scam.
