International boundaries

I got a letter from Peter Lucas, Clearing Commissioner for the International Gaming Commission informing me that I was the beneficiary of an unclaimed settlement of $100,000.00. The letter originated from 1250 Rosemont,Montreal, QC H4S 3B7 & stipulated that there was a North American law which required payment of a processing fee. A check for $1,275.48 drawn against Strive Logistics out of Chicago, Ill. was included for the purpose of paying the processing fee, with instructions to contact Mr. Lucas once deposited and again once the check clears. I suspected this entire affair to be fraudulent yet Mr. Lucas called multiple times to insure that the check would clear.
I've filed a complaint with the California State Attorney General's office am now headed to file a police report. I've notified the Risk Division of my Bank to avoid account freeze or closing.

I've uploaded copies of a)the original letter received from Peter Lucas, (b) copy of bank transaction,ie.check deposit, (c) google profile of the company the check was fraudulently written against.
