I was looking for a grant to return to college to do a Masters in Educational. This looked like a very good opportunity. Unfortunately a fool is easily separated from his money. I am that fool as I believed
that there really was a "KIT" and not a $3.00 DVD which is next to worthless. Although this is an amount that will not break me, It is galling that CITIBANK wants money so bad that they do not do a very good job of checking these people out.
