I ordered a pair of Merrell shoes. I paid through Paypal. I had to go to the Post Office to pick up the package so that I could sign for it. In the bag was a cheap blue bag with Disney characters on it. On the Custom Declaration slip it was marked with a value of $3 and that content was a bag. Looks like it is a simple scam. I'm hoping Paypal will help me resolve this dispute.

I believe paypal will tell you that as far as they are concerned everything went OK, because you did not order via ebay, and by your going to the post office you undersigned that you received something from the vendor!!! unbelievable no?? that's why you received your stuff via registered mail.
