Basically, these fools mask their number to make it appear as if they are calling from the USA.
The country of origin code is 86 (Which is CHINA), though the number may appear on your phone as originating from the 210 area code (San Antonio, TX).
They keep bombing my phone with calls, but never leave a message. I do not answer calls from unknown/private or international numbers, and it was a tough one to hunt this number down in the first place...why? Because it's pretty much fake.
So if you have bought anything online from these people, or from China in general (alibaba, aliexpress...etc), your contact info is floating around and they will fish fish fish so long as you are willing to bite).
I have the numbers set to auto-reject. The same thing occurs every 3 weeks from a province in Mexico. They mask the number to look like they are from the USA, but it was after they started harassing my via text and I was charged by my carrier did I realize it was actually from Mexico. Joy of joys.
Basically, these people are just scamming money the old-fashioned way. Be weary, be wise.
