International boundaries

A month's worth of charges coming to a total of 482.01 by for the month of October on my daughter's phone. I have no contract with them and never received a bill.

Daughter does not know how these ended up on her phone. I called Rogers, and Voxtel and all I got was 'so sorry'.

I did get both companies to block all third party billings but how do I get this bill reversed? Rogers won't do it and Voxtel says I have to deal with Allopass since that is where the charges came from.

Who has this kind of $$ to pay fraud bills?
