Subject: Agreement of Capital Group of Company ( Faisal Abad ) with Chinese
Petroleum Company – Recruitment Thereof.
Respected Sir,

It is submitted that a Pakistani Firm “ Capital Group of Companies” posted on their website WWW.CAPITALGOC.COM the following text:
Capital Services Pvt. Ltd have entered into a strategic partnership with a Chinese Company to explore the opportunities in Oil & Gas Sector in Kohat & Karak Districts of Khyber Pakhtun Khwa Province of Pakistan.
Capital Services is glad to be their local facilitator, to help them establish their operations in Pakistan in the most convenient way. Capital Services will provide all the logistic support and expertise in this area.
Being a part of this Joint Venture in Oil & Gas sector, Capital Services has also been assigned to hire the required human resources in Pakistan.

The said Pak Firm advertised various positions for Oil & Gas Exploration
Peshawar Office. I applied for the position of Director Administration.
Mr. Aleemud Din General Manager / Director Lahore Office called me for interview on 10th of April / 2013. He asked me to appear before Managing Director ( Mr. M. Basit ) the next day. On 11th of April, at the end of the interview, Mr. M. Basit asked me to sign Acceptance Form and they provided me copy of the Agreement Form for typing on Rs; 30/- Judicial Paper ( Stamp Paper ) in duplicate for signing on April -13 / 2013 in the presence of M D ( Mr. M. Basit ). After the departure of M D , Mr. Aleemud Din asked me to deposit Rs; 400,000/- as security against “ Advance Notice” of the Employment Agreement which is reproduced below:

“ Two months advance notice will be given by employer or employee if
contract is to terminated by either side”.
On April 13/2013 I visited their office for signing of Agreement. We both, MD & undersigned signed the agreement and I paid Rs; 400,000/- to Mr. Aleemud Din the same day.
They specifically mentioned that they made the agreement on behalf of the Chinese Petroleum Company and under the Petroleum Company Budget and Salary Structure / Provision. MD disclosed that Appointment Letter / Joining Date will be communicated through E-mail by 30/4/2013 positively. After the departure of M D, Mr. Aleemud Din demanded further amount of Rs; 500,000/-. I told him about my financial limitations but he insisted and I managed Rs; 150,000/- on April 15th / 2013 and sent this 2nd installment through Bank Account provided by him.

I couldn’t get any information till May 28 / 2013. So I wrote a letter to Director Capital GoC Faisal Abad. Manager HR/ Administration ( Mr. Mohammad Ibrahim ) issued Appointment Letter on 30 /5 / 2013. The last paragraph relevant to Project launching / Workshop is reproduced below:

“ You are requested to report Serena Hotel Islam Abad on your duties on 15-06-2013 failing which it will be presumed that you are not interested, to join our organization.”

Mr. Mohammad Ibrahim Manager Admn / HR informed me on phone that
detailed programme regarding Training Workshop will be issued shortly.
In the meanwhile he informed me that according to the company new policy Computer is to be purchased by the new incumbent and payment will be made by the Company along with 1st Salary. He provided the specification and asked to prepare the bill in the name of Mr. Waqar Munir Manager I T Lahore office and send the same to him through his E- mail. I provided the bill to Mr. Waqar Munir accordingly. On 03 / 6 / 2013, Mr. Mohammad Ibrahim Manager Admn / HR asked me to send Computer through Daewoo Bus to Mr. Waqar Munir Manager I T Lahore as we collected computers from all newly appointed staff members for installation of entire programme by Chinese I T Experts in our Lahore Office and these will be handed over to you on arrival in Islam Abad. I sent my Dell i-7 computer through Daewoo Service the same day. Mr. Waqar Munir collected computer on 04/6/2013.
On 13 / 6 /2013, I contacted Manager Admn / HR for the detailed programme. He disclosed that the programme has been changed because date and timing is to be obtained from Federal Minister Petroleum Government of Pakistan. Later on he informed that case is delayed for:

i. Quetta Medical Students Bus bomb blast - Minister is busy with Federal Delegate proceeding to Quetta.

ii. Diamere incident wherein Chinese Mountaineers have
been killed along with other foreigners. Chinese Engineers
want strict security measures. Future security strategy will
be discussed with Minister Interior Govt; of Pakistan.
Project launching programme will be decided after the said
meeting.

Subsequently, I tried my best to contact Faisal Abad and Lahore offices of Capital GoCs on phone but all the phone # were not accessible. I wrote letter which I received back undelivered. On 26 / 8 / 2013, I personally went to Faisal Abad for direct meeting with respective Officers BUT failed to locate office EVEN with the help of Telephone Department.

Sir, you are requested to look into the case sympathetically to provide relief to the undersigned as well as other affectees. All the relevant record is available with me for your kind perusal please.

An early action in the matter is requested.
