On 12/23/13 I purchased a TracFone with 60 minutes of airtime for my daughter (for Christmas) from the Rohnert Park, CA Radio Shack.

The airtime cost $19.99 and was "virtual", with an activation PIN on the receipt.
I never had physical possession of a airtime card + I never activated the PIN.

My daughter did not want the TracFone.
I went to return it at Radio Shack on 12/27/13, and they gave me the credit for the phone, but said the airtime was not refundable.
They pointed out on the 18 inch long receipt, the fine print that state the non-runfudable policy.
I said it would have been helpful if they pointed this out to me before the sale took place or had it posted at the checkout register.

I filed a complaint online with Radio Shack, and they sent an auto reply they would get back to me in 48-72 hours. They did not, so I filed another complaint. This time they said their policy was no refunds.

I wrote the CEO of Radio Shack ( Joseph Magnacca) a letter on Jan. 20th 2014. No response to date.

I contacted the FCC, the California Public Utilities Commission, The State of California Attorney Generals office and all said they [either] had no jurisdiction over cell phone airtime, or that airtime had some type of exemption from their intervening.

I wondered if there were other customers of Radio Shack who have the same problem. TracFone is mostly used by customers who can't get a regular cell phone plan. Many are low income and don't have the time or resources to lodge a complaint.

I'd like my $19.99 back. I did file a dispute with Discover card who received a response from Radio Shack that the receipt states there are no refunds. True, its mentioned on the 18 inch long receipt. But what about " Customer Service"?
