In October of 2010, I asked the home depot store located on Joppa Rd. in Towson, Maryland for and estimate to install a new air conditioning system in a home recently purchased where I had never lived. The neighbors were descent enough to inform me that they had problems cooling their third floor. Home depot sent a salesman from Chilltrol in Baltimore to my home to do the estimate. I would not find out that this guy was in training until sh.. hit the fan and other employees of the Co. told me. I explained to the salesman what my neighbors had told me and I said to him, " I do not want this problem. If you cannot guarantee me this then walk out the door now. Do what you have to do but I want my system right". At the time the wall were open almost totally due to water leakage. I asked him to install the mister slim by Mitsubishi and he assured me that it was not necessary to by pass the existing duct work, and that my neighbors were having trouble because their systems were old and too small for the area needed to cover. Since May of 2011 I have been fighting between home depot and Chilltrol to get the problem corrected. Home depot walked away and left me alone to fight with their contractor who signed off on a contract that had not been inspected by the city of baltimore inspection service because the contractor never advised them of the work when it was in progress. The DLLR, the Division of Labor and Licensing in Baltimore has not sanctioned this company for not adhering to the law of inspection for it was I who informed the DLLR and home depot the the work had not been inspected. At the same time the DLLR is the agency who pushed for legislation that bought into exsistance the 1/3 payment law of 1/3 in increments as the work progressed. Chilltrol said that home depot was an international company that did not have to respect the 1/3 law, therefore I paid them in full with one payment. The DLLR has not sanctioned them for that either. In Maryland even if you want to pay in one lump sum the company is bound by law not to accept it, that I discovered too late, but the merchant knows it and home depot knows it! To add to this I have no air in my bedrooms on the 3rd flr. and when Chilltrol was forced by the city inspector to come out and evaluate the problem they discovered that there was no air return on the 3rd flr adequate enough to move the hot air. The temp on that flr was 15 degrees hotter than the 2nd flr.75 on the 2nd flr and 90 on the 3rd.flr.. We are sleeping with friends and no one has sanctioned this company who stole my money and though my contract reads " to install a new air conditioning system with duct work to accomodate the new equipment" chilltrol wants to say I paid for a "swap out". They are theives and liers because the system we live under permits these companies to be and home depot is the most larcenous among them because they have the money to crush a person like myself. The human being, the contract or basic descency does not count; it's the money, steal it, from whom ever you can. I'm a veteran living on a veterans pension and home depot colluded with chilltrol to come up with the idea that they could correct the problem if I paid another $2000.00 to these liers. I will not and if it has to go to court so be it, but I will not give them another cent. Some may ask why did I pay up front? I paid because I believed that home depot was there to serve it customers and not to throw them into the hands of charletons, and as well I thought that contracts were to be respected since they carry the home depot symbol on the corner of each page. As well I thought the agencies that work for the tax payer was there to protect the tax payer and enforce the law; DLLR has evidently no power to sanction this company for hiding this shoddy work from the city inspectors or to respect the payment laws on the books.
