After I paid my phone bill over the phone I noticed this charge. I googled them and found nothing; not even scams. I called the Walmart money card support who told me if it didn't post then I'd get my money back on 3/2 which is bad since I need to pay a bill in six days. It says they're out of Oxford, TX but there's no other information.
