Flash Web Design is contacted me to build a website.I gave all requirement but he just deliver a substandard free script code from internet enforcing m to either accept it or loose my money despite agreement was full refund if I'm not satisfied.Is that a cypher bullying?I disputed the amount without sending any evidence thinking that he has some ethics to refund my money ,but he succeeded to get the money from my credit card company after he hide all evidence he stated that he delivered a crappy buggy website .I re disputed with all evidence and I won.Is that a fraud?Is that ethical to deceive the customers and try to rip them off?this Mark Scott calling me names when I asked him to either do a standard work or refund me.Is this rude ,disrespect or just unprofessional bad customer services?

I did win and get my money back but I suspect he posted my name in a suspecious website

what I would do?I suspect either him or payafterwork or another person .
I always meet on craiglist some people trying to rip me off so I dispute my money. -

I am just coming across this, and am post to state that this person is a liar, con artist who has committed charge back fraud. His paypal account was suspended after Paypal defended me against his credit card provider. As a small business owner, there isn't much I can do when a criminal decides to lie to their credit card provider and issue a charge back, but at least by working through paypal, I can keep this individual from scamming anyone else. Note, my paypal account is in perfect standing.
Also, I did not contact www.chargebackfraud.org to black list him, HE did to try and have me added to the list. The owners of the site contacted me to alert me of this persons lies and deceit, something I wish this site would have done before allowing perpetrators of fraud to post lies about my business. If you look at his account by clicking on MEMORY1 and go to his other complaint, you will see he accused that person of adding him to www.chargebackfraud.org as well. Reality is, according to Michael Cook of chargebackfraud.org, Adel Elbetawy ([email protected]) has scammed many other web developers including Cook himself and was already on the list before he attempted to have me added to it. Cook assured me I would not be added to the site (which I have not), and asked me to join in a possible lawsuit against this criminal for fraud. So he's even lying on THIS site concerning his inclusion on a site that tracks flagrant charge back fraud, accusing everyone he attempts to defraud of being the culprit for his nefarious inclusion.

I am a paypal certified business, and have been doing business through paypal since 1998, and am still doing business, which wouldn't be possible if I was the one scamming people, and not the other way around.
