The letter says "Final Notice Failure to comply with 2011/2012 Compliance requirements may lead to government fines and/or audits" They say $275 NOW DUE.
Down at the bottom, it says "This is not a bill. This is a Solicitation. You are under no obligation to pay the amount stated above unless you accept this offer. This product or service has not been approved or endorsed by any governmental agency."
They do an excellent job of making the recipient scared that he/she has overlooked some payment that needs to be made right away, but don't pay. They simply want recipients to pay 10 times more than the required posters cost.
