International boundaries

A lengthy phone conversation with a "Tariq" who said he was in India ensued with my giving him remote control of my computer.
He told me my current operating system, Windows 7, was no longer being supported by Microsoft and that he would be able to offer me a Windows 10 upgrade for a registration fee of One Hundred and Eighty Dollars 179.99 USD. I agreed and attempted to pay him by Credit Card which did not go through. I also gave him all my banking information on my Cheques so he could process the payment, all the while he was supposedly downloading Windows 10 on my computer for over 2 hours. I called my Credit Card company to advise allowing payment to proceed but was alerted to this scam and they helped by blocking my accounts etc.
I am proceeding to follow their advice with my bank, Credit Agencies etc.
