North American Award Center Prize Headquarters-Capital Reserve II

I have no monetary damage to report, but I would like to tell you my experience, with Publishers Clearing House and ask if it is connected to Reserve II "CASH PRIZE COMPETITION". Today, I received a letter with registration documents to sign and send back to North American Award Center to win $21,000.00. I was leery of this and wondered if this could be connected to PCH as it is the same amount of money to be won $21,000.00. I have been getting numerous emails from PBC encouraging me to keep entering daily, and they even made me a VIP Contestant with special privileges. The same amount of money from this Award Center made me suspicious. They requested I send it back after signing and enclose $9.00 for registration fees. It normally was $12.00, but they gave me a $3.00 discount. The document looks authentic and I was tempted to do this. But knowing about scams, I checked it out. It seems there are complaints from others as being cheated. Is this Award Center on the up and up, or a scam?. I am not sending this back - unless it is not a fake. Please let me know. Also is Publishers Clearing House a reliable source that actually pays those large prizes? Or, is it a fake? I have been keeping up with the steps for final winning a long time, and it gets my hopes up, but there was "no show" of their Van with the balloons & roses, and big check on the April 29th final deadline. They push the sponsors merchandise for you to buy, but have a notation that you don't have to buy in order to win. Well, I ordered a few items, which I wanted as gifts, but it goes on and one, making it sound - that in order to be a winner, it would be to my advantage to buy something. I believe they are connected to this Processing Center and both a scam. I would appreciate a reply from you. Thanks for your web page to inquire of this.
