There are no guarantees that that Number is the winner..so they get away with this. And what is $20.00 now a days?? pittance with the promise of ove 3 million... but how many letters have gone out and how many will send their fee.?? This is so wrong in so many ways. If YOU are a WINNER, you will never have to PAY to receive your prize. Judy
