Living Legal. I found out this was a scam site after I called the Office of Motor Vehicles to tell them what happened, the lady informed me to try and get a contact number and that is how I found out I was scammed. I THANK my HEAVENLY FATHER that it wasn't more than 19.95 + 2.99 = 22.94. I contacted my bank not to accept anymore transactions from this site.
