Its a scam! please stay away.
Please Refer to the info below after BBB closed the case because the scammers did not respond. Save yourself a major headache from my experiance: Once you sign the nonrefundable doc via email, you are done! you will not reach anyone. They will hangup the phone one you. They did their homework on how to keep your money.I have not been able to reach First Travel SVC, vacationcities.net or the person in charge (Gayle) to make reservation to Hawaii, to alternative destinations, or refund the money back. When I ask to speak to the manager Gayle at 1-800-530-0149 ext. 2146, she will never answer the phone or return my calls. When I ask, for their physical location; they immediately hang up the phone. My bank closed their investigation to dispute the charge stating "in review of the terms and conditions of the package purchased, it is non-refundable. As you preferred a specific destination, the package was purchased. We have no further recourse with this merchant, this is their policy."
One of my Citibank investigator stated " there is no prove that shows The agency denied me a service as the package that was signed by me is good for 12 months to make a reservation.
The 12 month window is simply a Scam tactic that the company Uses in order to give them enough time until to scam more people and change their name, website and numbers...this process will go on and on.... I am 100% convinced that I will never get a a refund through the agency or booked reservation because they simply won't answer the phone once you pay the package or, the front desk will just take a message and have to wait for call back. They simply won't call.

When I search the email name: markfletchercancun, I found the following link:

The agency changes their name and continues to scam people.

New Update as if 03/07/2014
Surprisingly ? after the charge is cleared and confirmed that they got my money, I now started getting calls from “reservations” requesting additional 300.00 dollars to complete my vacation package!!! Wow Unbelievable!
