Rev Gabriel Odima of GK Consultancy Services

I am a physician working for a NGO called Santé et développement, based in Lomé (TOGO, west Africa).
As member of that NGO, I have sent in July 2007, 13,055 US dollars to Rev
Gabriel Odima (GK consulting Services) for him to procure 4 cars for the NGO.
Gabriel Odima, an Anglican priest who runs GK Consulting Services in Roseville (US), a company claiming to help developing nations by providing low-cost vehicles to governments, churches, charities and community projects.
Rev Gabriel Odima did not procure the cars despite telling me several times that he will do so.
I requested a refund of the money and after telling me several times that he will refund it without any effect, he sent a first installment of 1,500 USD in July 2011, 4 years after I send him the money to buy the 4 cars. He then promised to pay the rest in August and September 2011. Until now he has not sent any money.
On September 13,2012 he promised to pay in December 2012.
On December 5th,2012 he asked me to check my account on December 14. The money was not transferred.
On 10 January 2013, he promised to pay by the end of the month of February. He did not transfer any money to my account.
The latest date he mentioned was end March 2013. The money was not tranfered.
