Augusto Rosario and I first met around April, 2013. He claimed to be an interesting business partner for me. At the time, I was looking for a place to rent, and business opportunities in the Miami area.

Mr. Rosario provided explanation about the interesting opportunity to buy Titles by Association. This opportunity would allow me to rent out apartments by being the owner by Association, by simply paying off an apartment's association debt. I would not have to purchase the full property in order to rent it out in this situation. I was not very sure about the whole operation, but looking at the ROI, it seemed like an interesting opportunity to try.

Mr. Rosario and his associate, Isaac Carrasco operated a company which goes by "IPS", or "International Property Specialists". The company would provide support with handling the transaction, which happened in the courthouse auction. We would be able to purchase Titles by Association with our investment, with their help.

If they lost the auction for some reason, we would be provided a full refund. If they won the auction, we would pay a percentage of our investment as handling fees, and we would be entitled the ownership by association.

We went to the courthouse, and deposited the 3700 USD for the first auction in their account. They lost the auction, and after the auction, never returned the funds I deposited. Mr. Rosario then lost his laptop. I offered that he could use my laptop until I returned from vacation so that he could resolve the problems.

After I came back, Mr. Rosario claims that Mr. Carrasco is in jail, and that he is unable to return my payment for the auction, and my laptop was supposedly "stolen".

I think it is obvious that this situation is a scam, they milked me for everything I put in, including my laptop.

Please be aware when doing business with Mr. Rosario, and Mr. Carrasco. Their business is a scam, and they will scam you for every cent you make available to them.
