I was directed to the site from the USPS site. I was charged $39.95 each for 2 change of address. I couldn't find a direct email or phone number for them. I did submit a refund request online-like 4 times! I also went on the Movingconcierge.biz site and blasted them a couple of times. They took all day but they did respond. I had the 2 charges pending-the were immediately dropped. THIS DID GET RESOLVED AND WITHIN THE SAME DAY. The email address that responded was [email protected]

Update: 11/04/2013

The charges that were pending were cancelled :) the email address that responded from the mypostaladdresschange website was [email protected]
