I'm not really filing an official complaint. I was looking at a vehicle on Craigs list.
Did some research and found this site:

This guy Welch is trying the same thing on me. I've received 5 or 6 emails from him, currently waiting for him to send me some form from Amazon to make payment. I haven't, and won't send any money. I'm just playing him along to see how far it goes. I've saved all his email for evidence/proof of the scam.
If I hear from you I'll follow-up with the information. Hope to stop this guy.
