On August 30, 2013, I was billed $209.79 on my debit card by cbpay*www.timeexpress.beijing cn cn for a Louis Vuitton blue 2011 Trapezio art deco handbag that I ordered from a Louis Vuitton bag outlet site. I never received the merchandise, and I do not know how to resolve this. My bank normally blocks all transactions from China and a few other countries, but they had allowed this transaction upon my request. Hence, there is very limited action against anything they can do. Do you have any insight into how I could possibly resolve this issue? I would greatly appreciate anything you might be able to do.
