Paypal refunded my money. Further investigation shows there is a pattern of this seller not sending items that have been paid for.

Customer did not respond to emails requesting their key code to assure correct blank was sent. Many customers do not provide that info, and I can not ship out a key that will not fit. Then i would be accused of sending the wrong stuff. Then a report of scam would be placed.
Next time, please fill out all the information that is requested on the order form.
