African American man and woman, the man about 6 foot with tattoos down arms, two gold teeth, and the woman about 5 foot, very quiet and reserved, were walking around General Mouton area around the University of Louisiana at Lafayette soliciting individuals for money to help "pay" for their college tuition through a TOPS funded program. They started by mentioning something about voting to help them. They played up this program for sending magazines and books to kids in need. Any help would be very much appreciated, as two broke college students we thought we were doing the right thing and we ended up out a lot of money.
