I file for a online birth certificate. Express charged me $52.87 and went through Texas vital records who contacted me by email and charge me a additional $53.50 after filling out a form about the need to the certificate. Three weeks later I checked my bank records and found out that Texas vital records had returned my $53.50 but I haven't been able to contact Express because they are in Canada. This ought to be against the law, I'm out of $52.87.
