He uses different ailases - one of them being "Guerra Oussama." I believe Fouad Hemissi is his real name as that is the name that came up when attempting to send money to his Payza (screenshot below).
He hacks various users skype accounts and attempts to use their contact list to send him money and then disappearing. I was able to track his location by sending him to my site which has GetClicky tracking software installed to track visitor locations.

He tried to get me to send him money but I didn't fall for it. Filing a report here to warn others.
