Purchased a 1909 s vdb Lincoln cent from seller on February 1st, in a private transaction. Paid via Paypal electronic payment on February 1st, 2013. Item was mailed to me on February 4th. I received it on February 6th. Upon inspection, it was determined to be a counterfeit with the mintmark added. I notified the seller immediately. He seemed surprised and stated it had been handed down to him by a family member. He said he would issue a refund. He asked if I could allow him 30 days so he could get the funds from his paycheck over two different paychecks. I agreed, and he said he would send me a check then notify me when to deposit it. Check arrived on February 25th, with the word "refund" written on the check. We stayed in contact for that month, and asked when I could deposit the check. I quit hearing from him on march 6th. I took the check to my bank and asked for assistance. The check was issued on an account "Kassey Taylor rep payee for Chad A Hayes" My bank suggested I deposit the check on the 2nd of the month, to cover the time frame of social security being deposited as suggested by it being a rep payee. I then deposited the check on April 1st, 2013. Bank returned the check on April 7th with the notice "Account closed" There has been no email contact since March 6th. The Skamania county Sheriff department in Stevenson Washington was contacted by phone on April 9th. I am still waiting for a reply and any information from them.
