I often get these letters, and if the payer requires you to pay a fee to receive your winnings then you didn't win anything. These scammer's just sent me a letter stating that I've won 2,245,189.00. Why can't they just take the $20 fee out of the 2 million I have already won? That makes no sence. Don't ever send anyone any money if you've won already. Lotto does'nt require you to pay anything upfront, all you have to do is pay your taxes, student loans (if in default), and child support.
