Dear Sir, I am Jacob "Jack" Lew. The Secretary of the Treasury under the U.S Department of the Treasury. The executive agency responsible for promoting economic prosperity and ensuring the financial security of the United States. I was confirmed by the United States Senate on February 27, 2013, to serve as the 76th Secretary of the Treasury. Prior to my appointment as the 76th Secretary of the Treasury, I have previously served as White House Chief of Staff. Prior to that role, I was the Director of the Office of Management and Budget (OMB), a position I also held in President Clinton's Cabinet from 1998 to 2001. Before returning to OMB in 2010, I first joined the Obama Administration as Deputy Secretary of State for Management and Resources. Therefore, by virtue of my position as the Secretary of the Treasury, I have irrevocably instructed the Bank of America, which is the authorized bank for your fund release to approve your fund release via SWIFT telegraphic bank transfer into your provided bank account. However, please note that your payment has been approved for immediate release and transfer into your bank account as the sole beneficiary with irrevocable Payment Router #: BA-XXCL-753-082-13 issued and signed by the Chief Financial Officer; to enhance our domestic security; and this payment has been authorized to be paid out to you via SWIFT telegraphic bank transfer. However, the Bank of America, which is the authorized fund release bank has requested through an official letter that a "SWIFT telegraphic confirmation fee" estimated to the value of $150 USD must be paid before a transfer notification report can be sent to your bank to alert your bank about the transfer of the $5,500,000.00 USD in your favor. Considering the contents of the official communication from the Bank of America, the fee of $150 USD is mandatory and must be paid with immediate effect, so that the final transfer can be effected within 180 minutes from this time.
