A filed the application for free at first and then when it says that I was eligible asked to pay, at first I didn't pay so I closed the website, suddenly a guy call me. I thought it was very quick and handy knowing that USCIS call you right away. I didn't answer, but later I decide to call. The guy offered that they will send me a package for free for the study guide and so, I was very impressed, but the thing I didn't understand why do I have to pay $199.00?? I was confused, so he explain that they will review the application to see if is approved or rejected. I haven't filed the application yet. I just want my money back!!!

I had the very same problem. But, got email saying money would be put back on my card.
I was ready to contact the Federal Trade Commission -
