I was sent a letter that "guaranteed" my winnings in several sweepstakes. In order to claim my prize, I was asked to send $12 (check, money order, or even cash!) to the P.O. Box listed above. Isn't it illegal to ask for money in order to qualify for a sweepstakes?

The letter was signed by Michael Washington, Tracking Manager.
