'locked computer' blocked all functions other than manual hard shutdown. state there was a $300 fine for video downloads to be paid via MoneyPak, if not paid within 'x' amount of days then crimal action. no dwnloads. no monenies paid through MoneyPak. after manual shutdown and reboot performed built-in sys recovery.
