I keep getting text messages from this phone 206-491-8268. I don't know anyone in Washington State. The only way I can see the phone number is to open the text. It costs .30 every time. The message:

I know no Michelle also. I've reported this to the Do Not Call list which I am on. Thought I'd let you know as well. I think it's another scam like the Target deal. I got some for Walmart last summer I think but did not know to report them to you. I've gotten to the point I just don't open text messages anymore.
