The Post Office in Junction City also maintains the post office on FT Riley.
I and others pay to send tough boxes from one address to be delivered to another address, not only while deployed but on other occasions.
The Junction City P.O. manager in collaboration with the on base P.O., are not delivering the boxes to the address, they simply put a "sorry we Missed you ticket" in the mail box, and have the house hold come pick-up the package.
The Junction City manager stated "they do not have enough trucks or time to deliver all the packages".
But the full price for delivery has already been paid; the manager also stated "they have been doing this for 11 years".
The manager also stated "the P.O. sometimes gets 200 packages a day while units are deployed".
All this is not the consumer’s problem.
I asked the manager who gave him the authority to make this decision, and received no comment back.
If the house holds needs to pick-up there packages, then a discount should be applied, but he also stated "no discount or refund".
That means for 11 years they have been over charging mostly the military for thousands of dollars of service that they did not complete.
The paid postage, and the PS Form 2976-A, of May 2009 are the contract to ship from one address and deliver that package to that delivery address.
If the house hold is not present, they can simply call to re-schedule delivery, but that’s not the case.
The P.O. has been in breach of contract for 11 years and a substantial amount of money has been illegitimately collected and is in violation of federal laws.
And just today, another sorry we missed you ticket, for a pair of eye glass.
In my opinion this is fraud and abuse.
