I ordered the electronic cigarette starter kit on July 31, 2012 for $4.95. This is the website I ordered from: http://www.smoke51.com
There is also this site:http://www.vapor-corp.com/
No mention of recurring charges for cartridges but was charged to my Visa card for $109.67. I was able to contact the bank in time to have them stop the payment, I hope. I will find out in a few days.
I was issued a new Visa card and told to cut up my current card, which I just did.
I was given a reference number by the bank and told to file a criminal complaint with the police. I think I will also call the state's attorney general and file with them also. Might as well get the state to go after them.
In my opinion this is a scam seeing as nothing was said, either over the phone or in the user manual or statement, about recurring charges.

Update: 08/10/2012

August 10, 2012 @ 7:07 AM.
I just checked my bank account and the pending charge for $109.67 has been taken off my account. It looks like I found out about this scam charge soon enough to have the bank do something about it.
