The kelly-mall website represents itself as a retailer of shoes from the UK. I placed an order for shoes and used PayPal to make payment. I never got a confirmation of the order from Kelly-mall and the status of my order on their website reflected "pending" - although my Paypal Account information showed that the payment transaction had been completed. I submitted multiple inquiries to Kelly-mall regarding the status of my order, but never received a response.

I received a small sponge from China post a few weeks after my order. However, it did not reflect the name kelly-mall, nor the name of the individual to whom my PayPal payment was made, so I was not sure it was connected. However, I thought it was strange, so assuming there could be a problem, I kept the package.

After waiting, and not receiving the shoes I ordered, nor any response from Kelly-Mall, I contacted PayPal to file a dispute. I originally filed the claim as "Item Not Received" - as I had no evidence that the sponge was sent in place of the shoes. I was then contacted by PayPal to say that they were closing the dispute as the seller had provided evidence of shipment. After getting angry for a moment, I began to use my head. I contacted PayPal again and told them that I had received a package with a small sponge that did not reflect the name of the seller - but that I had suspicion the tracking number on the package would match the "evidence" of shipment that the seller had provided to PayPal. Sure enough it did.

Paypal was then very helpful in assisting me to reopen the dispute as "Item Significantly Different than Represented."

(Note: If this has happened to you, you must file the dispute as "AS ITEM SIGNIFICANTLY DIFFERENT THAN REPRESENTED," - DO NOT file the dispute as Item Not Received with Paypal, as it will be closed and you will lose precious time - as the clock starts over, allowing the seller another 10 days to respond to PayPal.)

I am still in the "investigation" stage of this issue with PayPal - so I don't know how the final resolution will turn out. However, as of today, despite the reported problems with this seller, the PayPal, MasterCard and Visa logos are still shown on the Kelly-Mall website. Thus, I thought it important to get the word out to others to help them avoid the same problem. Hopefully, with enough of us contacting Visa, MC and PayPal with complaints - they will at least suspend, if not disassociate, with this fraudulent seller.

It is unfortunate that we must rely on sights like this to protect ourselves in the interim - but am glad we have the opportunity.

  • A very very similar thing happened to me. I ordered shoes from anne-shoes.com, didn't get anything, filed an "item not received" dispute, received a sponge, changed the dispute to "item significantly different" and now waiting for the response.
